Starting Gate Servicenter wants all drivers to remember that starting today - Drivers will have to move into an open lane away from tow trucks attending to roadside emergencies. That new law is in addition to the Move Over law that's already on the books. "Move over one lane. Give them a barrier to do their work. We know that it's going to save lives," said Maryland State Police Superintendent Col. Marcus Brown. "It means somebody's family member makes it home at night. You can't replace your loved ones," said Jenna Schreiber, whose husband was killed by a hit-and-run driver. Jake's Law is designed to save lives, too. It enhances penalties and fines for cellphone use and texting while operating a vehicle that causes a crash that's either fatal or leads to serious injuries. The law is named after 5-year-old Jake Owen, who died in a Beltway crash in 2011 when a driver on a cellphone didn't notice traffic had stopped. That driver slammed into the car Jake was riding in at 60 mph. The court fined him $1,000. "Jake was only 5 years old when he was killed by a driver who thought that whatever he was doing was more important than the lives and safety of the people around him on the road," said Jake's mother, Susan Yum.
