Board of Comissioners The NPHA Board of Commissioners is comprised of five representatives. Each of the four districts of the Ponca Tribe of Nebraska is represented by one Commissioner, and one Commissioners fills the “at-large” seat – representing all districts equally. Commissioners are elected to a two year term, and are appointed by the Tribal Council of the Ponca Tribe of Nebraska.
