Operation: New View Community Action Agency is one of 18 Community Action Agencies in the State of Iowa and was established on February 8, 1974, as the successor to the River Valley Community Action Program. Operation: New View is a public non-profit human service agency that serves low-income residents in Dubuque, Delaware and Jackson Counties.
Operation: New View CAA is governed by a volunteer board of directors that brings together representatives from the low-income sector, public officials and private organizations. This tripartite structure helps assure that Operation: New View CAA offers a wide variety of programming intended to address the needs that are unique to the low-income people and families within the Dubuque, Delaware and Jackson Counties.
