The Independent Network Operations Consortium was founded in December 2000 by subsidiaries of four upstate New York Incumbent Local Exchange Carriers (ILEC).
The business idea behind INOC was to provide each member or ISP company with high end data services and Internet connectivity, as well as offering colocation and managed hosting solutions.
