This is unacceptable, how many years has this City been dealing with like issues and it is still this bad?
News 2 went to the plant to see what was going on and quickly discovered a strong stench, and it was coming from a grassy area where raw sewage was bubbling up.

As vice-mayor, and under the provisions of our City Charter, I felt it best to ask for a special called meeting dealing with the bathroom/concession project at Richland Park. This public meeting will be held at 6pm on Tuesday Jan. 10th The purpose of this meeting is to further discuss and take any possible action concerning this project. After hearing the information at our last meeting, listening to concerned citizens, and having more questions myself, I thought it best to get some more info and options, so everyone has a better understanding.

How are you planning to adjust your budget to make room for the sewer rate and sales tax increases?
The Portland City Council approved the 30 percent sewer rate increase on second reading at the Monday night meeting. The passing of the ordinance puts the rate increase into effect retroactively back to July 1, 2016.
The ordinance passed unanimously and without discussion, prompting Mayor Ken Wilber to note that, "I know it doesn't seem like we discussed things (tonight), but this item has been discussed quite a bit."

Sales Tax Referendum This election will include an opportunity to raise Portland's shared sales tax rate up .5 percent. This would generate around $300,000.00. Each day, our population doubles in size and folks come into our community to work, and while here, they make purchases at restaurants and stores. Their purchases would help Portland pay for infrastructure;since the increase would go towards streets and drainage. Our total sales tax in the city is 9.25. Of that, the state has 7%, and the city splits the remaining 2.25% with the county. The county gets about 51% of the 2.25, with the city getting the rest. If this measure passes, the total amount of the proposed .5% would come to Portland. This amount is about equal to what a 10 cent property tax increase would generate, but we would have people from all around our community helping fund our roads, and not just the citizens of Portland.
