The Perinatal Quality Foundation was incorporated in Washington, in 2004 and in Oklahoma in 2010. It is an independent non-profit foundation.
The Perinatal Quality Foundation initiated the Nuchal Translucency Quality Review (NTQR) program in 2005. The Cervical Length and Education Review (CLEAR) Program was begun in 2011, the Fetal Monitoring Credentialing (FMC) Program in 2013 and Genetic Education Module (GEM) in 2017
