WCTV was established in 1988 to provide PEG Access Television for the residents of Wayne County, Indiana. Presently, WCTV operates three channels - Public Access Channel 21, Educational Channel 20 and Government Channel 11. Whitewater Community Television has a Board of Directors consisted of private citizens, elected by the membership, who oversee the operation and administration of PEG access in the communities served by WCTV. Funding and support for Whitewater Community Television comes from a variety of sources; franchise fees through the City of Richmond, Indiana University East, Wayne County, Comcast Corporation, grants, memberships, and donations. No tax money is used to provide any of these services.
