Building up a basement floor due to water issues, is not a solution. The water will be trapped under the built-up floor and create mold issues in the house. Putting the built-up floor on top of asbestos containing floor tiles and mastic compounds the issue. The oil based mastic will prevent the water from seeping into the foundation while the built up floor prevents the water from evaporating. The water will create mold growth exponentially while also deteriorating the asbestos containing materials causing possible asbestos contamination in the area.

Excessive moisture in a basement will cause mold growth on asbestos containing pipe insulation. At this point encapsulation is not an option. Besides for elevated levels of mold spores in the air, the mold will break down the asbestos insulation causing asbestos contamination in the air. The pipe insulation must be removed to remedy the situation.
