The council began back in 1958 as the Jefferson County Council on Alcohol. Over the years this evolved into the South East Texas Council on Alcohol an Drug Abuse (SETCADA) as our services began to encompass all of South East Texas. We provide adult substance abuse outpatient services for men, women, and adolescents as well as inpatient services for adult males.
