The Greater Downtown Council serves as a common voice for the central business district, dedicating its efforts toward promotion and development in our downtown. In 2005, the GDC took on another mission, serving as the management entity of Duluth’s Downtown Waterfront District—A Special Service District. Through this district, we have further strengthened the downtown, making it cleaner, safer and friendlier.
