Family Care Services, Inc. was founded in 1977 by Karen F. Weis and Pauline D. Ruthrauff. The mission at the beginning was to provide respite care to individuals with developmental disabilities in a family setting. Soon thereafter, clients were placed long-term using the same model. There were no regulations to govern this service at that time. It was not until the early 1980s that regulations were developed. Over the years more services were added to support children with a variety of needs. A foster care program was added in the mid-1980s. In the early 1990s, a Community Residential Host Home Program for children was added. An adoption and permanency program was added in the early 2000s. A Family Based Mental Health program was started in 2011.
All placement services continue to follow the framework that was developed in the beginning. All children and adults are placed in family settings where they can benefit from living with a family in a community rather than in an institution of any kind.
