December 10th, 1986 the Orwell Township Trustees made the current property where the library is located available to the the Library Board. On May 3rd, 1998 with a 67 % of community support a 20-year .34 of a mill bond issue for $225,000 was approved for the construction of a new building; which this bond was paid off 8 months early on September 28th, Under the Ohio Revised Code, the District School Board acts as agent for an Association Library in order to place a bond issue on the ballot.
Many people of the Grand Valley area requested that the new be named the Grand Valley Library. However, for legal purposes only, the official corporate name, Orwell Public Library, must still be used when completing official documents.
