The issue: The Social Security Administration, in earlier times, under previous visas or other temporary policies, has issued to some Coloradans who are undocumented a valid Social Security Number. The current SB251 program only applies to undocumented individuals with an Individual Taxpayer Identification Number, leaving out those who have a valid SSN. Undocumented Coloradans with a valid SSN can't get an ITIN so they can't access a license. Hundreds to thousands of Colorado adults with long roots here are already excluded from the license program for this reason.
