The City was originally incorporated as a fourth-class city under the provisions of state law. Such status allowed for the election of a Board of Aldermen and a mayor, all of whom served a two-year term. Near the end of the 1930's, the city elected to change from a fourth-class city to a third-class city, with a city council government and a mayor who serves a four-year term. In 1976, the City again changed its form of government, electing to establish a mayor/council/administrator form of government. This form of government necessitated the hiring of a professional administrator to handle the day-to-day operations of the City.
