The Alexandria Redevelopment and Housing Authority (ARHA) is a political subdivision and a non-funded administrative agency of the Commonwealth of Virginia. The authority is an independent agency, but the Alexandria City Council appoints its 9 volunteer Board of Commissioners (see Attachment 3). The Chief Executive Officer reports directly to the Board and provides oversight for all agency operations and agreements (see Attachment 3). ARHA was formed in 1939 to provide safe, sanitary, and decent housing to low-income citizens within the City of Alexandria, as well as services to foster self-sufficiency. ARHA operates 963 assisted units and administers over 1,700 Section 8 vouchers, providing services to over 5,000 residents. Over 90% of households have minor children and approximately 40% of resident population is under the age of 18.
