If no Addenda are issued in association with the Bidder’s request, the proposed Equal shall be considered rejected. Sealed bids will be received for: Material and labor to complete Stahl Road Storm Sewer, the Estimate is: $ 210,000.00 Until 6:00 PM on April 18, 2017, when they will be publicly opened and read in the Ballville Township House, 2220 Tiffin Road, Fremont, Ohio 43420. Copies of the bidding documents, including contracts, specifications and plans, are on file at the Township House of Ballville Township. A set may be obtained by depositing $20.00, check only, with said office. All checks shall be made payable to: BALLVILLE TOWNSHIP for each set purchased. In addition, sets may be reviewed for bidding purposes without charge by appointment at the following locations: • Ballville Township House 2220 Tiffin Road Fremont, Ohio 43420 Telephone: (419) 332-7830 This project shall be exempt from the Ohio State Sales Tax. An acceptable Performance, Labor and Material Payment Bond or a certified letter of credit in the amount of 100% of the Contract will be required of the successful Bidder. Prices quoted in Proposals shall be guaranteed for a period of thirty (30) days from opening. If no award is made on the Proposals at the end of the thirty (30) days, the Owner reserves the right to negotiate with the low bidders for another sixty (60) days. A bid guaranty shall accompany each bid proposal, and may be of two forms as follows: 1. A Bid Guaranty and Contract Bond in the form of a certified check, cashier’s check in accordance with Chapter 153.571 of the Ohio Revised Code, in the amount of 100% of the total bid. 2. A Bid Guaranty in the form of a certified check, cashier’s check or letter of credit pursuant to Chapter 1305 of the Ohio Revised Code, in the amount of 10% to the total bid. All bids shall be sealed and plainly marked “Stahl Road Storm Sewer” Bids received after the scheduled bid opening date and time, or not accompanied by a satisfactory bid bond or check, will be neither read nor considered. The Owner reserves the right to reject any or all bids and to waive any irregularity in any bid. The Owner reserves the right to accept the bid, which embraces such combination of alternate’s proposals as, may be in the best interest of the Owner. Bidders shall submit with their bid the affidavit required under the Ohio Revised Code, Section 5719.042 that the bidder was not charged with any delinquent personal property taxes in Sandusky County, Ohio.

The Trustees have recently hired a local company to create a new website for the Township. As many of you know, our site became corrupted and is unrepairable. We hope to have the new site ready in June 2017.

The Township Trustees would like to invite the public to their Tuesday April 18, 2017 meeting at 5:30 P.M. at the Township House. Members from the Fremont City School board levy committee will be there to discuss the proposed plans for expansion and the levy. The Ballville Township Trustees have endorsed the levy and ask for your vote in May. Vote "yes" for Fremont schools.

Ballville Township is seeking applicants for the position of part-time Zoning Inspector. A valid driver’s license is required, and a preference will be given to Ballville Township residents. Resumes and letter of intent must be received before the close of the business day on Monday, April 3, 2017 at the Ballville Township House, Attention: Ballville Township Trustees, 2220 Tiffin Road, Fremont, Ohio. BALLVILLE TOWNSHIP ZONING INSPECTOR’S JOB DESCRIPTION The Zoning Inspector for the Township has a list of duties to perform for their job. As part of the duties the person shall have knowledge in the use of a computer and searching the internet. They must have experience in typing and using Word and Excel programs. The duties of the zoning inspector are as follows: 1. Issue zoning permits based upon the Township zoning code. 2. Answer questions relating to land use, zoning districts, and the zoning code for the public. 3. Zoning hours for the public at the Township House are: • The first and third Tuesday evening at 6:00-7:00 pm • Every Friday morning from 9:00 - 11:00 am 4. Survey the Township and noting any problems, violations and/or land use issues including junk vehicles and nuisance violations. 5. Use the township computer for parcel information or Sandusky County GIS for parcel information online. 6. Zoning Commission: • Act as the commission’s secretary taking the minutes of the meeting. • Periodic research regarding sections of the zoning code that may require updating based upon issues that arise or due to changes in the law and zoning commission. • As secretary you will need to become familiar with the requirements for providing public notice of meetings and for hearings. • The secretary will be responsible for ensuring all proposed zoning code amendments are timely submitted to regional planning for comment and review pursuant to the revised code. 7. Board of Zoning Appeals: • Act as the commission’s secretary taking the minutes of the meeting. • As secretary you will need to become familiar with the requirements for providing public notice of meetings and for hearings. 8. Work with the various local government agencies including: • Sandusky County Regional Planning • Sandusky County Health Department • Sandusky County Soil and Water for pond inspections: • Sandusky County Engineer in regard to ditch maintenance. 9. The Zoning inspector shall maintain the Township Roster for each of the boards and makes copies available to each member of all township personnel. 10. A Zoning Report shall be compiled of all the activity regarding the zoning office between Township Trustee’s meetings. 11. The zoning inspector is required to attend all Township Trustees meetings and be ready to elaborate and clarify any information contained on the zoning report. 12. Secretary for the Cemetery Board which meets twice a year. As secretary they will record the minutes of the meeting for the record. Attached is a copy of the zoning resolution adopted by the Township Trustees and listed the duties of the zoning inspector. CHAPTER 720 - DUTIES OF THE ZONING INSPECTOR 1. For the purposes of this Resolution, the Zoning Inspector shall have the following duties: A. Review and decide upon applications for Zoning Permits; B. Conduct on-site inspections as necessary; C. Investigate violations and order the discontinuance of uses, activities, and/or structures violating this Resolution and ordering the action necessary to correct such violations; D. Take any other action authorized by this Resolution to insure compliance with or to prevent violation of this Resolution; E. Maintain up-to-date records on all applications and actions related to this Resolution; F. Maintain a record of non-conforming uses and an up-to-date zoning text and map; G. Propose amendments to the Zoning Commission and Township Trustees, as necessary; H. Review all subdivision plats applicable to the Township and report violations to the Regional Planning Commission; I. Accept and transmit applications for appeals, variances, or special use permits; J. Cooperate with the County Auditor in reporting building activities in the Township for tax purposes; and K. Perform other such responsibilities as may be required by law or the Township Trustees. WRK 2017

BALLVILLE TOWNSHIP RESIDENTS NOTICE OF PUBLIC HEARING The Ballville Township Trustees will hold a Public Hearing on Tuesday, February 7, 2017 at 5:00 p.m. at the Ballville Township House, 2220 Tiffin Road, Fremont, Ohio. The purpose of the hearing is to review an application from Memorial Hospital for a change to the Zoning Map from R-1 (Residential, Single Family) to GB (General Business) for Parcel #10-04-26-0013-01, also known as 528 Third Avenue. The Regional Planning Commission has recommended GB zoning. The Ballville Township Board of Zoning Commission has rejected the proposed GB re-zoning and recommends LB (Limited Business) zoning. The map of the proposed amendment to the Zoning Resolution can be viewed at the Township House, posted on the message board on the front of the building. If amendment is adopted by the Board of Trustees, the amendment will become effective in 30 days unless a petition signed by qualified voters cast for governor in the last General Election is submitted to electors at Primary or General Election.
